My buddy has a Takamine acoustic electric bass which appears to have a plastic saddle. We think we might get a better tone using wood, bone, tusq, etc. Where are a couple sources for blanks and what material would you recommend?

I like bone. You can get some from Stew Mac, and other places.

So, just what species does the bone come from?
Bos taurus, I believe.

Is that a chocolate milk cow?
I use bone, also.
One thing, though...some people have adverse reactions when cutting it.
I cut it outside, or in the garage with a fan for a draft.
